Creates a 23-member Commission on the Future of Medicaid and Health Care in Mississippi composed of state officials, legislative leaders, agency directors, and four healthcare professionals appointed by the Governor.

Commission shall study and make recommendations on Medicaid quality indicators, managed care usage, eligibility adjustments, innovative payment models, health insurance exchanges, provider coordination, and primary care capacity expansion.

Commission must hold monthly meetings beginning no later than July 1, 2014, and submit an initial report with findings and recommendations to the Legislature and Governor by September 1, 2015, followed by annual reports thereafter.

Members serve without compensation and receive staff support from represented state agencies; commission may create subcommittees including non-members such as physicians, hospitals, and advocacy groups.

Repeals Sections 41-95-1, 41-95-3, 41-95-5, and 41-95-7 of the Mississippi Code of 1972 (the Mississippi Health Policy Act of 1994).
