Defines "online pharmacy" as any entity or Internet site that knowingly delivers, distributes, dispenses, or offers controlled substance prescriptions, including websites selling controlled substances, entities paying pharmacies to fill Internet-referred prescriptions, and pharmacies knowingly filling controlled substance prescriptions for website customers.

Requires the Public Service Commission to mandate that online pharmacies purchase the "no-calls" database and prohibits them from making telephone solicitations to consumers who have registered objections, regardless of any exemptions that might otherwise apply.

Removes the exemption for online pharmacies from the Telephone Solicitation Act even when they have an established business relationship with a consumer, making them subject to all provisions of the Act.

Effective July 1, 2014.
