Amends Section 25-61-9 to clarify that public access to non-exempt information is not diminished because data components are stored in proprietary, sensitive, or other software systems.

Requires public bodies to provide requested non-exempt data stored across multiple files, tables, or databases as a single complete record in a flat file format (CSV, fixed-length, tab-delimited, or similar) upon request.

Specifies that requests for fewer data fields or fields marked for redaction to protect privacy shall not be treated as requests for a different storage format.

Amends Section 25-61-15 to allow civil penalties of up to $100 per violation to be imposed in the personal capacity of any person who denies access to non-exempt public records.

Takes effect July 1, 2014.
