Amends Section 25-1-87 of Mississippi Code to authorize the Department of Finance and Administration and the Commissioner of Insurance to use unmarked vehicles when identifying marks would hinder official investigations.

Requires written request to the Governor specifying the vehicle's manufacturer serial number, state inventory number, and justification for exemption from marking requirements.

Governor must provide a copy of authorization to the State Department of Audit, which will monitor compliance and report violations to the State Auditor.

Maintains existing exemptions for other state agencies and adds exemptions for up to three vehicles owned or leased by the Department of Insurance for use by the State Fire Marshal's Office.

Takes effect July 1, 2014.
