Removes the prohibition on using reverse auctions for public contracts involving the design or construction of public facilities, including buildings, roads, and bridges.

Allows reverse auctions as an approved bidding method for purchases over $50,000 when authorized by the governing authority or Office of Purchasing and Travel.

Maintains all other public purchasing requirements and competitive bidding procedures in Mississippi Code Section 31-7-13.

Takes effect July 1, 2014.
