Establishes a $100,000 threshold for executive director authority: contracts exceeding $100,000 require executive director approval, while contracts under $100,000 require approval only when requested by state agencies.

Authorizes the executive director or contracting agents to negotiate liability limitations in computer equipment and services contracts, provided such limitations offer the state reasonable protection.

Amends Section 25-53-5(d) to make authority rule-adoption for computer and telecommunications equipment procurement subject to the new contracting thresholds in Section 25-53-21(f).

Makes telecommunications procurement provisions in Sections 25-53-101 through 25-53-125 supersede conflicting provisions in the public purchases law regarding contract awards.

Takes effect July 1, 2014.
