Abolishes the Personal Service Contract Review Board and transfers all its powers and duties to the State Personnel Board, effective July 1, 2014.

Maintains State Personnel Board authority to promulgate rules governing solicitation and selection of personal and professional services contracts, with exceptions for IT services, transportation contracts, and certain professional services (attorneys, accountants, auditors, physicians, dentists, architects, engineers, veterinarians).

Requires State Personnel Board approval for all personal and professional services contracts exceeding $100,000 and authorizes the board to establish preapproved provider lists and set standards for contract solicitation, evaluation, negotiation, and performance monitoring.

Updates references throughout Mississippi Code to reflect the transfer of authority from the Personal Service Contract Review Board to the State Personnel Board, including provisions in sections governing accounting, audit procedures, personnel definitions, and Medicaid payment methods.

Authorizes the State Auditor to conduct performance audits on personal or professional service contracts at the request of the State Personnel Board.
