Amends Section 25-9-120 of the Mississippi Code to remove the exemption for attorney, accountant, auditor, physician, dentist, architect, engineer, veterinarian, and utility rate expert services from Personal Service Contract Review Board oversight.

Maintains existing exemptions for computer or information technology-related services contracts governed by the Mississippi Department of Information Technology Services and contracts entered into by the Mississippi Department of Transportation.

The Personal Service Contract Review Board retains authority to approve all personal and professional services contracts exceeding $100,000 and establish procurement rules, standards, and preapproved provider lists.

Board membership consists of the State Personnel Director (chairman), Executive Director of the Department of Finance and Administration, Commissioner of Corrections, Executive Director of the Mississippi Department of Wildlife, Fisheries and Parks, and Executive Director of the Department of Environmental Quality.

Takes effect July 1, 2014.
