• Transfers final approval authority for personal and professional services contracts exceeding $100,000 from the Personal Service Contract Review Board to the State Personnel Board after review by the Personal Service Contract Review Board.

• Requires all personal and professional services contracts of $100,000 or less to be submitted to the State Personnel Board, which must post them on its website and the accountability and transparency website.

• Consolidates remaining powers of the Personal Service Contract Review Board into the State Personnel Board, including promulgating rules, developing standards, authorizing multi-year contracts, and requesting performance audits.

• Updates cross-references in Sections 7-7-3, 7-7-211, 25-9-107, 25-53-21, and 43-13-123 to conform with the transfer of authority to the State Personnel Board.

• Effective date: July 1, 2014.
