Amends Section 25-53-151 to require the Electronic Government Oversight Committee to direct the Department of Finance and Administration in developing a state procurement portal for vendors seeking to sell commodities, contract personnel, and computer equipment/services to Mississippi state agencies.

Procurement portal must include a searchable database of state business opportunities organized by product/service and requesting agency, with published and closing dates for each opportunity.

Portal must provide a "Frequently Asked Questions" section about doing business with agencies, FAQs on the selection process, an open forum for procurement questions, and links to individual agency websites and contacts.

Portal must be linked to the Transparency Mississippi website and the state website maintained by the Mississippi Department of Information Technology Services.

Portal must be fully functional by July 1, 2015, with the Department of Finance and Administration authorized to develop a phased-in implementation plan with assistance from the Department of Information Technology Services and State Personnel Board.
