Prohibits the State of Mississippi and all political subdivisions from adopting or implementing the creed, doctrine, principles or tenets of the United Nations Rio Declaration on Environment and Development and "Agenda 21" adopted at the 1992 UN Conference in Rio de Janeiro.

Prohibits Mississippi and its political subdivisions from implementing programs, expending money, holding membership, or receiving funding from the International Council for Local Environmental Initiatives and its affiliated organizations including Countdown 2010, Local Action for Biodiversity, European Center for Nature Conservation, the International Union for Conservation of Nature, and the President's Council on Sustainable Development.

Defines "political subdivisions" to include states, counties, incorporated and unincorporated cities, public local entities, public-private partnerships, and any other public entities.

Applies the prohibition to any international law contravening the U.S. Constitution or Mississippi Constitution.

Takes effect upon passage.
