Amends Section 31-7-103 to require any person making a purchase without a purchase requisition or binding contract to ensure compliance with state law and be personally liable for violations.

Shields the purchase clerk from liability when legal guidelines are not followed by individuals making unauthorized purchases.

Allows purchases under $1,000 aggregate without requisition if the department head or designee signs the invoice, or a receipt is attached and forwarded to the purchase clerk.

Reaffirms that the board of supervisors cannot individually purchase items for county use, except for purchases under $1,000 or emergency repair services in counties without countywide road administration systems.

Takes effect July 1, 2014.
