Municipalities with populations of 60,000 or more operating under the mayor-council form of government may appoint their own clerical staff, who shall be solely directed by the council

The council in municipalities of 60,000 or more may appoint additional staff as necessary to assist in carrying out its functions

Clarifies that council members may not give orders to any municipal employee except the council's own staff

Specifies that the council shall deal with municipal departments and personnel solely through the mayor, except for the council's own staff
