Requires the Department of Finance and Administration to develop and operate a searchable website displaying state expenditures with intuitive presentation including graphical representations, search aggregation capabilities, and downloadable data.

Expands website disclosure requirements to include budget programs, performance outcomes, tax exemption/credit data, and links to relevant state audits and reports for all transactions initiated in fiscal year 2015 or later.

Provides civil liability immunity for Department employees who post information in reliance on a state agency's confidentiality determinations and prohibits the Department from charging fees for public website access.

Requires website information updates within 14 days of receipt from agencies and mandates all data remain publicly accessible for a minimum of 10 years.

Mandates the Board of Trustees of State Institutions of Higher Learning and Mississippi Community College Board create separate accountability websites with links to financial reports, audits, budgets, and other financial documents by July 1, 2012.
