Imposes a three-year moratorium on salary increases for State Department of Education employees at the division or bureau director level and above, effective upon passage of the bill.

Requires new hires in covered positions during the moratorium period to be compensated at the agreed-upon salary with no increases allowed during the three-year period.

Freezes the State Superintendent of Public Education's salary at the level received on July 1, 2014, and requires any new State Superintendent hired during the moratorium to receive that same salary level.

Directs the Joint Legislative Committee on Performance Evaluation and Expenditure Review (PEER) to study the impact of lifting the moratorium and report findings by January 1, 2015.

Automatically repeals all provisions of the act on July 1, 2017.
