Creates an 11-member Returning Veterans of Foreign Conflict Task Force to address mental health issues veterans face after experiencing combat conditions

Task force membership includes legislative committee chairs, the Adjutant General, representatives from each military branch appointed by the Governor/Lieutenant Governor/Speaker, a VA hospital mental health specialist, the Executive Director of the Department of Mental Health, and a military conflict veteran

Requires the task force to conduct a comprehensive study of mental health and emotional needs of returning combat veterans, including evaluation benefits and treatment options for transitioning to civilian life

Mandates examination of approaches taken by other states and the federal government on issues facing veterans returning from combat-related service

Report due to the Legislature and Governor by December 1, 2014; task force repeals on July 1, 2015
