Forgives remaining debt for milk producers who repaid less than 50% of their original loan balance under the Milk Producers Transportation Cost Assistance Loan Program (repealed December 31, 2012).

Provides 100% refunds of all payments made to milk producers who repaid 50% or more of their original loan balance.

Requires the Mississippi Legislature to annually appropriate funds to the Mississippi Development Authority for 10 years to cover discharged debts and refunds.

Effective July 1, 2014.
