Prohibits retailers of beer and light wines from having any direct or indirect interest, lien, or stake in the licenses, business, assets, or stock of wholesalers, distributors, or manufacturers of beer and light wines.

Extends the prohibition to owners, shareholders, stockholders, members, partners, officers, and directors of retail beer and light wine businesses.

Extends the prohibition to affiliates of retail beer and light wine businesses, regardless of whether affiliation is corporate or through management, direction, or control.

Prohibits retailers of beer and light wines from making any loans, directly or indirectly, to any wholesaler, distributor, or manufacturer of beer and light wines.

Effective date is July 1, 2014.
