Creates Section 73-34-14 requiring fingerprint-based criminal history background checks for all real estate appraiser license applicants and renewal applicants, effective January 1, 2015, with costs charged to applicants.

Removes the licensed timberland appraiser classification and maintains two classes of certified real estate appraisers: licensed certified residential and licensed certified general.

Increases classroom hour requirements from 105 to 200 hours for residential appraisers and from 165 to 300 hours for general appraisers; applicants on or after January 1, 2015 must hold a bachelor's degree or higher.

Increases experience requirements to 2,500 hours (24 months) for residential appraisers and 3,000 hours (30 months) for general appraisers, with 1,500 of general appraiser hours in nonresidential work.

Adds "Application only" fee of $175.00 for licensing and requires renewal applicants to undergo criminal background checks per Section 73-34-14.
