Amends Mississippi Code Section 45-9-53 to remove language that previously allowed municipalities to regulate firearm use during natural disasters, insurrections, and riots.

Eliminates the exception that had permitted cities to regulate firearms in cases of natural disasters, while preserving the lawful right to possess firearms in homes, businesses, and in transit.

Maintains existing regulations allowing counties and municipalities to regulate firearm discharge within city limits under specific conditions based on firearm type and land acreage.

Preserves municipal authority to regulate firearms at public parks, government meetings, political events, and athletic events, and to regulate explosives and pawnshop firearm receipts.

Takes effect July 1, 2014.
