Authorizes the State Parole Board to place offenders in an intensive supervision program (house arrest program) in addition to electronic monitoring programs, with offenders paying applicable program fees.

Allows the Parole Board and medical director of the Department of Corrections to place offenders on conditional medical release after serving at least one year, except those convicted of sex crimes, if the offender has a significant permanent physical medical condition with no recovery possibility.

Permits conditional medical release of nonviolent bedridden offenders regardless of time served, with the state bearing no medical costs after release; offenders must return to custody if they recover mobility or violate release conditions.

Authorizes the State Parole Board to conditionally release offenders age 65 or older who have served at least 15 years of their sentence, except those sentenced to life imprisonment for capital murder.

Modifies the central registry of paroled inmates to include address only "if address is known" and requires parolees to notify parole officers of address changes at least 10 days in advance; takes effect July 1, 2014.
