Prohibits counties, municipalities, and governmental bodies from using taxpayer funds for gun buy-back or gun surrender programs.

Allows gun buy-back programs only if no taxpayer money is used and the governmental body adopts a resolution, ordinance, or rule authorizing participation.

Requires that any firearms received through such programs be offered for sale at auction to federally-licensed firearms dealers, with proceeds going to the governmental body's general operating fund.

Permits disposal of firearms remaining unsold after auction attempts in a manner the governmental body deems appropriate.

Takes effect July 1, 2014.
