Expands the Law Enforcement Officers and Fire Fighters Death Benefits Trust Fund to include coroners and emergency management agency personnel, and increases the death benefit payment from $65,000 to $100,000.

Combines the separate Death Benefits Trust Fund and Disability Benefits Trust Fund into a single "Law Enforcement Officers, Fire Fighters, Coroners and Emergency Management Agency Personnel Death and Disability Benefits Trust Fund."

Increases disability benefits from 34% of base salary to cover covered individuals while physically unable to work, funded from the combined trust fund.

Provides funding for the trust fund through increases in state assessment fees collected from traffic violations (raised from $0.50 to $0.65 for moving violations, $0.50 to $1.50 for implied consent violations, and $0.50 to $1.50 for game/fish and other violations).

Allows the Department of Public Safety to request transfers from the Uninsured Motorist Identification Fund to the Death and Disability Benefits Trust Fund if insufficient funds exist, contingent on State Fiscal Officer approval.
