Amends Mississippi Code sections governing compensation for state legislators and leadership to delay salary increases until the next legislative term after the increase is passed into law.

Prevents salary increases or decreases from taking effect during the current term of office for representatives, senators, and the Lieutenant Governor.

Applies the delayed effective date requirement to the President Pro Tempore of the Senate and Speaker Pro Tempore of the House of Representatives for any salary increases authorized by law.

Allows current salary levels to remain unchanged: representatives and senators receive $10,000 per regular session plus mileage, the Lieutenant Governor and Speaker receive $60,000 annually, and the President Pro Tempore and Speaker Pro Tempore each receive $15,000 annually.
