Amends Mississippi municipal governance law to require an affirmative vote of a majority of the quorum (rather than majority of all members) to transact business in municipal councils and boards of aldermen.

Applies the quorum-based voting requirement to four municipal governance structures: mayor and board of aldermen (Section 21-3-19), council form government (Section 21-5-13), and two additional council structures (Sections 21-7-9 and 21-9-39).

Permits quorum establishment through teleconference or video means as provided in Section 25-41-5(2)(b) across all affected municipal governance sections.

Maintains existing requirements that a majority of all members constitute a quorum for conducting business.

Takes effect July 1, 2014.
