Combines the separate Death Benefits Trust Fund and Disability Benefits Trust Fund into a single unified fund called the Law Enforcement Officers, Firefighters and Emergency Management Agency Personnel Death and Disability Benefits Trust Fund.

Maintains the $65,000 death benefit payment for covered individuals killed or fatally injured while performing official duties, with beneficiary designation rules based on surviving spouse, children, parents, or estate.

Provides monthly disability benefit payments equal to 34% of base salary for covered individuals injured in the line of duty, limited to 12 total payments per injury and capped at the difference between workers' compensation and regular salary.

Adjusts court-imposed state assessments from traffic and criminal violations to fund the combined trust fund at rates of $0.65-$1.50 per violation depending on violation type, replacing the previous separate assessment amounts.
