Expands the Law Enforcement Officers and Fire Fighters Death Benefits Trust Fund to include emergency management agency personnel employed by state or federal authorized emergency management agencies.

Defines "emergency management agency personnel" as persons performing emergency management functions that provide for health and safety of persons and property in Mississippi.

Expands the Law Enforcement Officers and Fire Fighters Disability Benefits Trust Fund to include emergency management agency personnel receiving monthly disability benefits equal to 34% of regular base salary for line-of-duty injuries, capped at 12 payments per injury.

Renames both trust funds to include "Emergency Management Agency Personnel" and maintains existing payment structures, beneficiary designations, and investment authority under the Public Employees' Retirement System.

Effective date is July 1, 2014, with the Department of Public Safety managing the death benefits fund and the Attorney General's office managing the disability benefits fund.
