Requires driver's licenses and identification cards to display "PDD" designation for applicants presenting a letter from a licensed physician or psychologist verifying diagnosis of a pervasive developmental disorder.

Applies the PDD designation requirement to new, renewal, or duplicate driver's licenses, temporary driving permits, intermediate licenses, commercial driver's licenses, and identification cards.

Mandates the Board on Law Enforcement Officer Standards and Training establish regulations requiring at least 6 hours of mental health and behavioral training in initial law enforcement certification programs and at least 1 hour in continuing education.

Training must teach officers to recognize behavioral characteristics of autism, Asperger's syndrome, and other mental or medical conditions that may present with atypical symptoms and could be mistaken for suspicious behavior.

Effective date is July 1, 2014.
