Authorizes municipalities to establish emergency communications districts in addition to counties, with the same governance structure including an optional seven-member board of commissioners.

Allows municipalities to levy an emergency telephone service charge of up to $1.00 per residential line, $1.00 per Voice over Internet Protocol account, and $2.00 per commercial line per month.

Prohibits counties from levying the emergency telephone service charge in municipalities that have created their own emergency communications districts.

Permits two or more municipalities to jointly establish a single emergency communications district with a board of commissioners composed of members from each participating municipality.

Authorizes use of excess emergency telephone service charge funds for road identification costs, communications systems, and equipment depreciation funds, with municipalities not receiving county distributions if they operate their own district.
