Reenacts the Public Safety Verification and Enforcement Act and extends the repealer date from July 1, 2018 to July 1, 2020.

Changes the motor vehicle insurance verification system installation deadline from January 1, 2013 to January 1, 2015, with a required six-month testing period.

Adds the Mississippi Insurance Department to the list of state agencies with regulatory and enforcement powers over the public safety verification system, alongside the Department of Public Safety and Department of Revenue.

Clarifies that appeals of suspensions or civil penalties under the act must be filed in the county or circuit court where the violation occurred, rather than any court of proper jurisdiction.

Changes civil penalty language from "conviction" to "violation" and allows $100 of each penalty to be deposited into the municipality or county where the violation occurred, with remaining funds supporting the verification system and other state funds.
