Defines "drug" as a controlled substance without a valid prescription and establishes procedures for drug testing and confirmation testing with alternate methods.

Places responsibility for drug test costs on the individual tested, though the state agency or local governing authority may elect to reimburse costs.

Prohibits individuals from assuming office unless they file documentation of negative test results; those with positive results may take office only after filing documentation of a negative confirmation test.

Classifies drug test results as private records, but requires filing of negative result documentation with the relevant state agency or local governing authority as a public record.
