Requires candidates for state, district, county, or municipal offices to be residents of the jurisdiction they seek to serve by 5:00 p.m. on the qualifying deadline day.

Establishes specific documents that may be used to verify residency: mortgage statements, leases, homestead exemption filings, driver's licenses, and motor vehicle registrations.

Prohibits using certain combinations of documents if they show conflicting addresses (e.g., cannot use lease/mortgage if homestead exemption shows different address for same time period).

Amends sections 23-15-299, 23-15-309, 23-15-359, and 23-15-361 to require all candidate qualifications be met by 5:00 p.m. on the qualifying deadline rather than before election day.

Brings forward section 23-15-213 regarding the election of county election commissioners and becomes effective July 1, 2014.
