Expands the Law Enforcement Officers and Fire Fighters Death Benefits Trust Fund to include emergency management agency personnel, defined as persons performing emergency management functions authorized under state or federal law.

Expands the Law Enforcement Officers and Fire Fighters Disability Benefits Trust Fund to include emergency management agency personnel with the same coverage as law enforcement officers and firefighters.

Establishes a death benefit payment of $65,000 to beneficiaries of covered individuals (including emergency management personnel) killed or fatally injured while performing official duties, with initial trust fund appropriation of $200,000.

Provides disability benefit payments equal to 34% of regular base salary for covered individuals injured in the line of duty, limited to 12 monthly payments per injury.

Authorizes the Department of Public Safety to request transfers from the Uninsured Motorist Identification Fund to the Death Benefits Trust Fund if insufficient funds exist, subject to State Fiscal Officer approval and verification that transfer will not impair the motor vehicle insurance verification system; effective July 1, 2014.
