Increases death benefits from the Law Enforcement Officers and Fire Fighters Death Benefits Trust Fund from $65,000 to $100,000 for law enforcement officers and firefighters killed in the line of duty.

Expands the definition of eligible recipients to include all "covered individuals" (both law enforcement officers and firefighters, including volunteers) rather than limiting it to law enforcement officers alone.

Increases the criminal assessment for the Law Enforcement Officers and Fire Fighters Death Benefits Trust Fund from $0.50 to $1.00 per violation, applied to traffic violations, implied consent law violations, game and fish law violations, and other misdemeanor and felony violations.

Adjusts total state assessment amounts across multiple violation categories to reflect the $0.50 increase in the death benefits trust fund assessment.

Takes effect July 1, 2014.
