Expands the Law Enforcement Officers and Fire Fighters Death Benefits Trust Fund and Disability Benefits Trust Fund to include emergency management agency personnel as covered individuals

Increases the death benefit payment from $65,000 to $100,000 for covered individuals killed in the line of duty

Defines emergency management agency personnel as persons performing emergency management functions for health and safety who are employed by state or federally authorized emergency management agencies

Disability benefits remain at 34% of the covered individual's regular base salary, payable for up to 12 months for injuries sustained in a single incident in the line of duty

Authorizes transfers from the Uninsured Motorist Identification Fund to the Death Benefits Trust Fund when the State Fiscal Officer determines funds are insufficient, effective January 1, 2015
