Expands the Law Enforcement Officers and Fire Fighters Death Benefits Trust Fund to include emergency management agency personnel and increases the death benefit from $65,000 to $100,000.

Combines the separate Death Benefits Trust Fund and Disability Benefits Trust Fund into a single "Law Enforcement Officers, Fire Fighters and Emergency Management Agency Personnel Death and Disability Benefits Trust Fund."

Defines "emergency management agency personnel" as persons performing emergency management functions for health and safety who are employed by state or federally authorized emergency management agencies.

Assigns joint management responsibilities to the Department of Public Safety (death benefits) and Attorney General's office (disability benefits), with both agencies adopting regulations together to administer the combined trust fund.

Redirects funding sources in Section 99-19-73 by consolidating separate assessments for death and disability benefits into a single assessment amount across traffic violations, implied consent violations, game/fish violations, and other criminal offenses, effective July 1, 2014.
