Authorizes public entities (school districts, junior colleges, higher education institutions, hospitals, and state agencies) to enter into energy performance contracts, energy services contracts, and shared savings contracts for energy efficiency equipment and services.

Expands the definition of "energy services" to include alternative fuel motor vehicles, vehicles converted to alternative fuel, and ancillary fueling equipment, in addition to existing efficiency improvements like HVAC systems, lighting, and insulation.

Extends the maximum contract term from 10-15 years to 20 years, commencing upon completion of equipment installation or improvements under the contract.

Requires public entities to issue requests for proposals and allows selection based on qualifications, technical approach, financial arrangements, and overall benefits rather than competitive sealed bidding.

Makes conforming amendments to sections governing state agencies, school boards, community/junior colleges, and state institutions of higher learning to align with the new energy contract authorization provisions.
