Appropriates $8,866,787.00 from special funds received by the Tombigbee River Valley Water Management District for fiscal year 2015 (July 1, 2014 - June 30, 2015) to cover bond maturities, interest, maintenance, project development, and other authorized expenses.

Authorizes 17 permanent full-time positions for the district with restrictions on future salary increases and personnel actions subject to State Personnel Board approval.

Provides $1,000 salary increases for full-time employees earning less than $30,000 annually who have not received raises since July 1, 2010.

Requires the district to maintain accounting and personnel records in the same format as fiscal year 2014 and submit fiscal year 2016 budget requests in comparable detail and format.

Establishes procurement preferences for Mississippi Industries for the Blind when bids are equal on price, quality, and service, and requires excess operating funds to be deposited in banks at interest rates equal to state treasury rates.
