Appropriates $2,524,756.00 from the Oil and Gas Conservation Fund to the State Oil and Gas Board for fiscal year 2015 (July 1, 2014 - June 30, 2015).

Authorizes 34 permanent full-time positions for the agency with no part-time or time-limited positions.

Provides $1,000 salary increases for full-time employees (pro-rated for part-time) earning less than $30,000 annually who have not received raises since July 1, 2010.

Restricts salary increases for employees without raises since July 1, 2010 to a maximum of 5%, with specific exemptions for teachers, trainees advancing on career ladders, and other designated positions.

Authorizes the State Oil and Gas Board to receive and expend up to $200,000 from non-appropriated sources for the Comprehensive Data Management Program.
