Appropriates $409,756.00 from the Real Estate Appraisal License Fund to the Mississippi Real Estate Appraiser Licensing and Certification Board for fiscal year 2015 (July 1, 2014 - June 30, 2015).

Authorizes 4 permanent full-time positions for the board.

Provides $1,000 salary increases for full-time employees (pro-rated for part-time) who have not received raises since July 1, 2010 and earn less than $30,000 annually as of June 30, 2014.

Restricts State Personnel Board approval of personnel actions for employees without salary increases since July 1, 2010 to increases not exceeding 5%, with specified exemptions for teachers, trainees, professional certifications, and health care professionals.

Requires the board to maintain accounting and personnel records in the same format as fiscal year 2014 and gives preference to Mississippi Industries for the Blind in commodity and equipment purchases when bids are equal.
