Appropriates $218,089.00 from the Mississippi Athletic Commission Fund for the fiscal year beginning July 1, 2014, and ending June 30, 2015.

Authorizes 1 permanent full-time position for the Commission.

Provides a $1,000 salary increase for full-time employees (or pro-rated for part-time) who have not received a raise since July 1, 2010, and earn less than $30,000 annually as of June 30, 2014.

Sets the Chairman's salary as ex officio recorder of permits and licenses at $40,000 annually.

Establishes restrictions on salary increases and personnel actions, limiting increases to 5% for employees without raises since July 1, 2010, with specified exemptions for teachers, health care professionals, and other designated positions.
