Appropriates $295,034.00 from the State Treasury to the Mississippi State Board of Physical Therapy for fiscal year 2015 (July 1, 2014 - June 30, 2015).

Authorizes 3 permanent full-time positions for the agency and establishes restrictions on future personnel action increases to prevent exceeding fiscal year 2015 personal services appropriations unless new programs are added by the Legislature.

Provides $1,000 salary increases for full-time employees (pro-rated for part-time) earning less than $30,000 annually who have not received a raise since July 1, 2010.

Restricts salary increases to 5% maximum for employees without raises since July 1, 2010, with specific exemptions for teacher increments, career ladder advancement, professional certifications, and healthcare worker replacements.

Requires the agency to maintain accounting and personnel records consistent with fiscal year 2014 standards and gives preference to Mississippi Industries for the Blind in procurement when bids are equal.
