Appropriates $124,668.00 in special funds to the Mississippi State Board of Psychology for fiscal year 2015 (July 1, 2014 - June 30, 2015).

Requires the board to maintain complete accounting and personnel records in the same format and detail as fiscal year 2014, and submit budget requests in comparable format to fiscal year 2016 process.

Directs the board to give preference to Mississippi Industries for the Blind when multiple bids are equal in price, quality, and service, or when purchases are made without competitive bidding.

Limits professional board management fees to not exceed $80,268.00 of the appropriated funds.

Requires compliance with Mississippi Code Section 27-104-25, prohibiting state agencies from incurring obligations exceeding their appropriation.
