Appropriates $535,388.00 in special funds to the State Board of Registration for Professional Engineers and Land Surveyors for fiscal year 2015 (July 1, 2014 - June 30, 2015).

Authorizes 5 permanent full-time positions for the board with no part-time or time-limited positions.

Provides $1,000 salary increases for full-time employees (pro-rated for part-time) earning less than $30,000 annually who have not received raises since July 1, 2010.

Restricts salary increases to 5% maximum for employees without raises since July 1, 2010, with exceptions for teacher increments, career ladder advancement, professional certifications, and other legislature-authorized actions.

Authorizes up to $35,000 in special funds and one position for up to 92 days to cover executive director retirement transition, including three months training and 30 days accumulated leave payout.
