Appropriates $843,811.00 from the State Treasury to the State Board of Cosmetology for fiscal year 2015 (July 1, 2014 - June 30, 2015).

Authorizes 12 full-time permanent positions for the board and provides a $1,000 salary increase for full-time employees making less than $30,000 annually who have not received a raise since July 1, 2010.

Requires the board to adopt policies prohibiting new wig specialty licenses while allowing persons holding wig specialist or wig salon licenses issued before July 1, 2013 to continue operating under previous statutory requirements.

Limits the board to no more than 62 meeting days per year and requires the State Personnel Board to cap future salary increases at 5% unless specific exemptions apply.

Effective July 1, 2014.
