Appropriates $47,537,359.00 from the Veterans' Home Purchase Board's revolving fund for fiscal year 2015 (July 1, 2014 - June 30, 2015) to cover board expenses and new home loans.

Authorizes 16 permanent full-time positions for the Veterans' Home Purchase Board with no part-time or time-limited positions.

Provides $1,000 salary increases for full-time employees earning less than $30,000 annually who have not received raises since July 1, 2010.

Restricts future salary increases to 5% maximum for employees without raises since July 1, 2010, with exemptions for teacher increments, career ladder advancement, professional certifications, and healthcare professionals.

Requires the agency to maintain accounting and personnel records in the same format as fiscal year 2014 and submit fiscal year 2016 budget requests in comparable detail.
