Appropriates $310,213.00 from the State Treasury to the State Board of Barber Examiners for fiscal year 2015 (July 1, 2014 - June 30, 2015).

Authorizes 3 permanent full-time positions and 4 permanent part-time positions for the board.

Provides $1,000 salary increases for full-time employees (pro-rated for part-time) who have not received raises since July 1, 2010 and earn less than $30,000 annually.

Restricts future salary increases to 5% maximum unless specifically exempted by Legislature, and requires State Personnel Board approval for personnel actions.

Establishes oversight requirements including accounting record maintenance, budget request format consistency, and preference for Mississippi Industries for the Blind in procurement.
