Appropriates $113,673.00 from special funds in the State Treasury to the State Board of Optometry for fiscal year 2015 (July 1, 2014 - June 30, 2015).

Requires the State Board of Optometry to maintain complete accounting and personnel records in the same format and level of detail as fiscal year 2014.

Directs the agency to submit fiscal year 2016 budget requests to the Joint Legislative Budget Committee in a format comparable to the fiscal year 2015 budget request process.

Establishes that Mississippi Industries for the Blind shall be given preference in competitive bidding when all bids are equal in price, quality, and service.

Requires funds to be expended in compliance with Mississippi Code Section 27-104-25, prohibiting state agencies from incurring obligations exceeding their appropriation.
