Appropriates $1,310,293.00 from special source funds to the Office of Capital Post-Conviction Counsel for fiscal year 2015 (July 1, 2014 - June 30, 2015).

Authorizes 7 permanent full-time positions for the office.

Grants authority to accept, budget, and expend up to $2,000,000.00 in source funds for outside legal counsel and legal fees, with escalations per state procedures.

Requires the office to maintain complete accounting and personnel records in the same format and detail as fiscal year 2014, and to submit future budget requests in comparable format.

Takes effect July 1, 2014.
