Appropriates $3,785,617 from special funds to the Office of State Public Defender for fiscal year 2015 (July 1, 2014 through June 30, 2015)

Authorizes 25 permanent full-time positions for the office

Grants the Director authority to accept, budget, and expend additional source funds up to $700,000

Requires the office to maintain complete accounting and personnel records in the same format as fiscal year 2014

Gives purchasing preference to Mississippi Industries for the Blind when bids are equal in price, quality, and service
